Windy is a boy, he is the son of Tails and Cream he has the body and eye color of Tails but only 1 tail but with the colors of Cream. Windy has the power to fly, but for a shorter time then his dad. He also has the power of the light speed dash like Sonic oddly. Windy in Sonic Riders: Next Prix made an Extreme Gear called "Wind's Power" as a reference to his name and makes a rival who is Jet's son Roket, Windy ends up getting sick due to an allergic reaction to mustard, his team almost got knocked out of the tournament, Ian fills in for him, and they win.
