And no, you don't keep them after a Form transformation. They separate, and no, a new character may not start off having a chaos emerald or all of them, they must find these emeralds. And second, they must compete a trial, by figuring out a puzzle, fighting someone, or something. I don't care. I just want some regulation instead of a person luckily finding them.
Shortly put, I estimate the chances of finding a chaos emerald is like the chance of winning the lottery.
