In simplest terms, "The Remaining Deficit" serves as an introduction to the series, as well as an explanation of the scenario taking place for the protagonist Savoice Demoy. Savoice is drafted by the Pertanese Enforcement Assembly (PEA) to do law service in Ovilis according to the "Almasia Law". However, as Savoice is fearful of the work and protests against it, he does make the attempt to proceed with it--minding that it guarantees an improved reputation for his career.
So, he travels to Ovilis only to end up fainting due to a panic attack. He wakes up and finds himself in a room enclosed, with no noise to adhere to. Throughout the episode, he is pondering his motive and figuring out what his explanation would be in case someone did come. Eventually, the hours became long, and his mental capacity was put to the max.
That is until Dojyu Coffnaigh enters the room with a warping presence. This is the first main character besides Savoice Demoy that is introduced into the series. Coffnaigh negotiates Demoy to go to the "Main Arch" and penetrates there in order to proceed to a meeting about Demoy's mission, although Demoy was quite adamant about it. At the end of the episode, people who are of the subordinate branch walk in a single-file line into the room Demoy and Coffnaigh were in, preparing for a meeting.
