The Royal Mobian Constabulary is the national police force of the Kingdom of Mobius. In times of war, it serves as a special operations unit. Its origins date to the Great Migration, and it has undertaken various evolutions since then.

History

During the time of the Great Migration, law enforcement was usually left up to local militia units. However, various problems – most notably the Fox Rebellion – would tell the Mobian populace that a more organized agency was needed for this task. Then, a militiaman named Edwin Enfield organized a local constabulary in Amethyst Town. At the same time, Mayor William Xenu of Emerald City signed the Metropolitan Police Act, creating the Emerald City Police Department. However, the ECPD was notoriously corrupt in its early years, and when Enfield was arrested during a visit to the city and falsely charged with robbery, he knew that a higher post of authority was needed.

After breaking out of jail, he organized a motley force of prisoners, discontented ECPD officers and some of his own Amethyst Town constables. It was around this time that the Overlander Riots broke out. Not only was Enfield's force able to quell the rioting, but they were also able to maintain the peace for days afterward. Despite earning the ire of the ECPD, the new force also won the hearts and minds of Mobian citizens, and word of Enfield's force got around. Partly motivated by a petition from Enfield regarding corruption, King Gerhard Acorn signed the Constabulary Act, and the Royal Mobian Constabulary was established proper.

During the War of the Three Spearheads, the RMC acted as a sort of military police, responsible for arresting deserters as well as taking part in combat operations. Despite Mobius' defeat in the war, the Constabulary gained more respect, and with Gerry Limoges' appointment as the chief of the ECPD, relations between the two agencies would be patched up.

Then, the Great War broke out when the Roseinian Empire attempted to invade Mobius. Once again, the RMC was called into action, taking part in many special operations. Perhaps their most famous action was a hostage rescue operation in the Roseinian Embassy in Emerald City. No hostages were killed, but one constable was seriously wounded in a breaching accident. This operation garnered international fame for the Constabulary, and it inspired other countries to form their own special ops units.

Mission Statement

"The Royal Mobian Constabulary is a nationwide law enforcement agency under the auspices of the Crown Armed Forces of Mobius, the mission being to serve and protect the citizens of the Kingdom of Mobius – both at home or abroad –  with the utmost degree of fairness, professionalism and integrity. To this end, sworn employees of the Constabulary will carry out patrol, investigative and special functions to the best of their abilities and often in conjunction with local and overseas law enforcement agencies."

Organization

The RMC is headed by a Commissioner. Each Zone is headed by a Chief. Within each Zone, there are multiple stations, which are each headed by a Deputy Chief.

Special operations groups are broken down into platoons of 16 constables, which are further broken down into four fireteams. Each fireteam has their own set of skills in addition to the basic skill sets outlined below:

  • Boat team: Specializes in maritime operations, including boats, scuba and even submarine deployment. Often works alongside the Royal Mobian Navy.
  • Air team: Specializes in airborne deployment skills. Often works alongside the Royal Mobian Air Force.
  • Motor team: Skilled with a wide variety of vehicles, mobile warfare and vehicle mechanics.
  • Mountain team: Skilled in mountain climbing and harsh weather environments.

NOTE: Constables' ranks are split according to grades, so the rank of "Constable II" would be pronounced "Constable Second Grade", for example.

Patrol Services Team

The Patrol Services Team is the most visible portion of the RMC, responsible for patrolling Mobius' cities, towns and highways, and providing police services for settlements that may not be able to field their own. Constables from this Team or the Investigative Services Team may be folded into the Special Actions Team at any time.

The Patrol Services Team also includes the following Squads:

Special Actions Team

The Special Actions Team is the primary military wing of the RMC. It is tasked with counterterrorism operations within Mobius and abroad.

Investigative Services Team

The Investigative Services Team is the primary investigative arm of the RMC. It provides detectives to towns and territories that may not have their own investigative services, or whose services are overburdened. It also performs undercover operations, chiefly in regards to organized crime and terrorism.

The Investigative Services Team also includes the following squads:

Administrative Services Team

Comprised of civilian and sworn employees, the Administrative Services Team takes care of housekeeping functions such as collecting and processing crime statistics and processing compliments and complaints regarding sworn personnel.

Selection process

Selection is open to sworn members of any police or military unit who have attained at least one year of full-time (non-probationary) service. However, the RMC generally prefers candidates from Airborne/Air Mobile units. Selections start during the summer, at Rail Canyon Zone, and the initial class size varies. In the first part of the selection, which lasts one week, candidates are briefed on the nature of the Constabulary and the trials and tribulations involved.

In the second part, which lasts four weeks, candidates are subjected to progressively tougher fitness tests. Next, they march across country, increasing the distance travelled per day, until they reach the Trials, a climb up Night Mountain Zone with loads of equipment and no navigational aids. When the first part of this training is completed, candidates must be able to run a certain distance in 30 minutes – which varies depending on how fast a candidate can run – and swim the entirety of Azure Lake Zone.

The third part, lasting nine weeks, takes place in the Great Forest, where candidates are taught navigation, patrol formation and movement, and jungle survival skills, in addition to self-defense and weapons training. Eventually, candidates return to Lantham AFB, where they train in battle plans, foreign weapons and vehicles, and take part in various combat exercises.

The fourth part, lasting fourteen weeks, trains candidates in additional skills that they will need for their careers as Constables. Such skills include surveillance and reconnaissance, counterterrorism and parachute training.

The last one is a week-long evasion test, where candidates are given basic combat rations, dressed up in M1943 uniforms and told to head for a certain point while staying ahead of a Predator Force that is trying to capture them. The last two days of this part involve the Resistance to Interrogation test, and is arguably the toughest part of selection.

Overall, the RMC's selection process has been noted as one of the toughest and most grueling training processes in the world, surpassing that of even the Mobian Marine Corps. At least ten candidates have died during the selection process.

Oath of Enrollment

Upon graduating from the RMC's academy, newly-minted constables are required to place their right hand over their heart, raise their left hand and recite the following oath:

"As a member of the Royal Mobian Constabulary, I solemnly swear to serve the Kingdom of Mobius with only the highest devotion to duty, the most sincere grade of honesty and the most outright bravery ever known to the world."

Enlistment period and working hours

Constables enlist for three-year periods. Once the three years are up, a Constable must undergo a physical and mental checkup if they choose to re-enlist, and will be sworn in again should they pass. This continues for a maximum of thirty years, which is the mandatory retirement point for Constables.

While barracks are provided for Constables to live in, they are free to live in private housing, although they are generally encouraged to pick a home close to their assigned station. Under ordinary circumstances, Constables work a 42-hour week – three days on and three days off – with a rotation between day and night shifts every six weeks. However, Constables are expected to be available for deployment 24 hours a day, 7 days a week, 365 days a year given the nature of their job, and they may be away from home for days at a time. However, polls have shown that most – if not all – Constables believe that the pay is worth it.

Uniforms

Constables have seven different basic operational uniforms. The first is a "Patrol" uniform, which consists of a navy blue peaked cap with a silver hat badge (gold for Lieutenants on up), a black Sam Browne belt, a navy blue Bedford cord shirt with long sleeves, navy blue clip-on necktie, navy blue Bedford cord Jodhpur pants with black/silver stripes down the sides, and black Dehner leather boots for the Fall/Winter version.

The Spring/Summer Patrol uniform still has the peaked cap, but substitutes a navy blue polyester/cotton shirt with short sleeves, regular navy blue polyester/cotton pants with white stripes down the sides and regular black leather dress shoes. The Summer Dress uniform is the same, but with a long-sleeve polyester/cotton shirt and navy blue clip-on necktie. For the shirts, the RMC shield is placed on the right shoulder, and the Mobian flag is placed on the left shoulder.

Both variations of the Patrol uniform have an optional midnight blue Super Seer S-1619 helmet for riot control, with silver helmet bands for Sergeants on up and gold helmet bands for Lieutenants on up. Constables on motorcycles wear a midnight blue Super Seer S-1602 motorcycle helmet and wear the boots and Jodhpurs during motorcycle season with short-sleeve shirts. During the colder months, motor Constables drive regular patrol cars like everybody else.

Contrary to many police departments, Constables don’t wear badges on their shirts, but instead a series of silver (gold for Lieutenants on up) numbers on a black cloth backing trimmed with silver braiding over the left breast. They do, however, carry wallet badges for identification. Each Constable’s duty belt holds their pistol + extra ammo, a TASER, pepper spray, an expandable baton, GE MPR radio, Mag-Lite and a Swiss Army knife. Constables who carry MP5s also carry their mag pouches on the opposite side of their dominant hand, attached to the single-point sling.

The third uniform is a variation of the Fall/Winter uniform, but with a Vanson Motor Officer leather jacket for cold weather with brown leather backings for the patches and numbers. The duty belt is a black Boston Leather belt.

The fourth uniform is a "Deployment" uniform, which consists of a navy blue BDU, a black balaclava, an M17 gas mask, a black ballistic tactical vest, black ballistic kneepads and elbow pads, black Kevlar gloves and black leather combat boots. Patches on this uniform are a subdued black/gray color.

The fifth uniform is an olive green BDU with a Marine-style eight-point cover, green webbed pistol belt and black combat boots. These are worn by Constables working in the K-9 Squad or the Commercial Vehicle Enforcement Squad, with differences in markings. Both have the constables' badge numbers on braiding-trimmed cloth backings as with the "Patrol" uniforms, along with the RMC shield and Mobian flag on the right and left sleeves, respectively.

The sixth uniform is an Obermeyer snowsuit consisting of a Density jacket and Orion pants – both in "Off Duty" green – plus a W. Alboum ushanka in black vinyl with badge, black webbed pistol belt and black combat boots. Like the standard "Patrol" uniforms, this features the RMC shield on the right jacket sleeve, the Mobian flag on the left sleeve, and the usual cloth-backed badge number.

The seventh uniform is a dress uniform similar to the Winter Patrol uniform, but with a navy blue wool overcoat and white gauntlets. Again, this overcoat features the RMC shield on the right sleeve, the Mobian flag on the left sleeve, and the usual cloth-backed badge number.

During certain field operations, Constables may wear generic ERDL or olive green BDUs with no special markings. This is to keep them from standing out as Constables.

Weapons

As standard-issue, Constables are issued the Para P14-45 Black Ops pistol and a choice of either the Uzi (including full-size, Mini, Micro and Pro models) or MP5 (including MP5-N, MP5SD and MP5K models) submachine guns. Constables with Uzis are given DeSantis rigs, while those with MP5s get single-point slings. All patrol cars are equipped with Mossberg 500ATP 12-gauge shotguns for situations requiring extra firepower at close range or for door breaching. Other weapons are authorized for special situations, such as the CAR-15 carbine, Remington 700 sniper rifle and M41 "China Lake" grenade launcher.

Vehicles

The standard patrol car of the RMC is the Chevrolet Biscayne four-door sedan with the 454 ci Big Block V8. The paintjob is navy blue with white roof. The word "CONSTABULARY" is printed on the doors and trunk lid, and the RMC shield is emblazoned on the rear roof pillars. Unit numbers are on the roof and license plates. License plates are black with white letters and say "CONSTABULARY" on the bottom.

Each car is given numerous pieces of warning equipment. Primary visual warning is provided by a Federal Signal CTS TwinSonic lightbar with blue lenses, plus dual Dietz 9-51 deck lights in the rear window. The headlights and taillights have "wig-wag" flashers installed. There are also dual Unity spotlights mounted on the fenders. For audible warning, each car has a Unitrol 800 electronic siren, connected to a Federal Signal TS100 speaker in the lightbar.

Other equipment used includes a General Electric Mastr II radio, Waverman portable computer, Kustom Signals radar gun, Federal Signal license plate reader, portable defibrillator, fire extinguisher and first aid kit. All cars are equipped with divider cages. CB radios are government-supplied.

For off-road use, for the CVES, or for the Sergeants, the Chevrolet Blazer is used, equipped similarly to the patrol cars. The RMC also has a fleet of Harley-Davidson Electra Glide motorcycles. There is also a fleet of unmarked Chevrolet Camaros in Shadow Gray used as high-speed Interceptor units. These are equipped with "wig-wag" headlights and taillights plus a blue Federal Signal Fireball and twin blue Dietz 9-51 deck lights in the rear window for visual warning and an RMS Duo-Sonic siren for audible warning. Ordinary patrol cars have the nickname "Bears", while the Interceptors are nicknamed "Rattlesnakes", hence the nickname "Rattlesnake Squad" for the Interceptor Squad.

Various vans and trucks are used for tactical operations, including the Ford Transit, Dodge CUCV and M809. Vehicles intended for battlefield use are painted in MERDC camouflage, as is standard with the Crown Armed Forces of Mobius. Naturally, the RMC has helicopters as well, including the Hughes/McDonell-Douglas 500 and UH-1 "Huey", the latter of which can be equipped with a door-mounted machine gun. While fighter and bomber aircraft are generally left to the Royal Mobian Air Force, the RMC uses Cessna 172s for certain operations.

Callsigns and radio procedures

Ordinary units are designated by Zone Unit + station number + unit letter according to the CAFM phonetic alphabet, for example "Zone Unit 6-Able". Other special designations exist, such as attaching "Xray" to the end of designations for Interceptor units, as in "Zone Interceptor 8-Michael-Xray".

Here's an example of a typical radio call from an officer to Central Dispatch (just shortened to "Central") for pulling over a speeding vehicle for the first time:

CONSTABLE: "Central, this is Zone Unit 6-Able, over."
CENTRAL: "Zone Unit 6-Able, proceed, over."
CONSTABLE: "Central, I'm engaging in traffic stop, [insert heading and location]. Suspect vehicle is [insert information about vehicle including make, model, color and type], tag number [insert license plate number here], wanted for speed only at this time, over."
CENTRAL: "Roger, Zone Unit 6-Able. All Zone Units in the vicinity of [Zone Unit’s location], Zone Unit 6-Able reports a [insert information about vehicle including make, model, color and type] travelling [insert heading]. Suspect is wanted for speed only at this time, but should be considered armed and extremely dangerous. Central out."

In contrast to local departments such as the Emerald City Police Department, the RMC is big on procedure words ("prowords" for short), and codes such as "Code 3" for "responding with lights and siren" are used, but for the most part, plain language is favored in communications between Zone Units and Central.

Memorials

The RMC headquarters has a small shrine on which the names of fallen constables have been inscribed. At the base of the shrine is a poem by P.D.Q. James, which may be sung to the tune of "Goin' Home". Another prominent memorial is installed at Langstrupp Tower in Emerald City.

In popular culture

  • The first movie ever made about the RMC was Sixty Seconds to Live, based on the Roseinian Embassy siege.
  • Tied in with the movie was the novel Love to the Rescue, which included a romantic subplot that was, at most, alluded to in the movie.
  • The TV show Constables is about operations conducted by the RMC, both at home and abroad. In accordance with the Jack Webb/Mark VII tradition, the stories are true, but all names are changed to protect the innocent.

Other trivia

  • The RMC is based off the British SAS, the Italian Carabinieri, and the Rhode Island State Police.
  • The practice of putting metal badge numbers on a braiding-bordered cloth backing is a practice unique to police departments in Rhode Island.
  • The Core Values are a mix of those from the aforementioned RISP and the California Highway Patrol.
  • A real-life police department once used all-blue CTS TwinSonic lightbars, the Multnomah County Sheriff's Department in Oregon.
  • The Constabulary’s motto "Ultima Optio" is a reference to a 1982 film titled Who Dares Wins. Titled The Final Option in the US, it was the first film to give the public a look at SAS operations.

Appearances

The first appearance of the RMC is in "Wir sind Menschen", when Shadow and Hope nearly get pulled over when Shadow is speeding on his motorcycle. Constables later appear at the International Festival of Community providing security.
