I'd suggest making a user blog for this, as that's generally what people do on this wiki for various polls.
I should note that you're extremely unlikely to get a consensus of 200 best levels, as I'd be surprised if there have been that many communicative users on the wiki as a whole in the last couple of years. My suggestion would be to work towards something more like 1–5 best levels, maybe in a two-tier style; nominations accepted during one phase, then make a poll once all nominations have been accepted and let people vote to see what gets votes.
As a final note, if you have something like this that you want people's feedback on, I suggest starting it now. No time like the time when you've got people's attention.

There is no way. If you're asking for your own vote to be shown above all others, all you can do for that is to outright state on the blog what you voted for; otherwise, everything's mixed up together.
